A pursuit was initiated about 1.35pm in nearby Hebersham.
The chase was called off shortly after due to safety concerns, but the police helicopter continued to monitor the red Hyundai hatchback from the air, tracking it to the car park of the Mount Druitt Westfield about 2pm.
A 21-year-old man was arrested inside the shopping centre and taken to Mount Druitt police station.
Inquiries are continuing into the incident, a NSW Police spokesperson said in a statement.

One witness told Nine News he saw a “very long” knife on the man’s body.
“I’m a bit scared. It was the first time I’ve seen that,” he said.
Another witness said as many as 10 police officers were involved in the arrest.
“They were surrounding the place and everyone was coming out of the shops to see what the fuss was about,” he said.
The incident occurred at the same western Sydney Westfield where police shot a man armed with a machete in July while responding to reports of a brawl.
