Disarming terror organizations has become a fundamental condition for any agreement. In Lebanon, Israel conditions its commitment to the cease-fire on the disarming of Hezbollah; in Gaza, disarming Hamas is a condition for progress towards phase two of U.S. President Donald Trump's plan, and in Syria one of Trump's conditions for supporting Ahmad al-Sharaa is the elimination of armed militias.
