The mayor of Bat Yam, a coastal city bordering Tel Aviv to the south, announced last week a nine-point plan aimed at targeting Palestinians without residency permits and homeless people, saying the measures are intended to "strengthen governance" in the city – echoing language used by far-right National Security Minister Itamar Ben-Gvir.
